It works on the same principle as Moire slit animations which is a method to create an optical illusion you can create by interspersing different lines. The lines cover different areas of an object and are paired with specially designed images to create motion. The image doesn't move in real life, but your brain believes it does because of the things that are hidden or shown.
They also say that "Changing resolution, viewing angle or FOV, even with something like speed potions, can break the illusion and you'd need to search for a new spot for a harmonic sample." In essence, this is an intensely specific optical illusion which isn't just based on the way they've constructed things, but also on the settings, angle, and distance, too.
You can see just how precise the precision needs to be when Dongxipunata is beginning to move forward, and the entire thing unravels into what looks like a visual glitch. It all ends up looking like an eerie beast - or, worse it could be a 3D magical eye painting - as they get closer to the cow but that doesn't take away from how impressive the effect is.
