Abstract: It Doesn't Matter If We Are Able To Recognize It Or Not

Abstract: The Internet is full of revolutionary and original institutional structures that change the way we organize social life offline and online regardless of whether we are aware of it. Software engineers have faced challenges in dealing with issues of governance on these platforms as well as other institutions. Many of them have had no exposure to relevant historical events or theories of design for institutions. This framework is designed to encourage dialog between computer scientists and political scientists, and other researchers. The predominant guiding practices for the design of digital institutions to date in human-computer interaction, computer-supported collaborative work and the entire tech industry have been an incentive-driven behavioral engineering paradigm, a collection of atheoretical methods such as A/B-testing and incremental software engineering that is based on issues. The "Ostrom Workshop" resource governance literature has proved to be an effective tool in the design of traditional institutions. One of the key findings of this literature which is yet to be fully integrated into the design of numerous new institutions is the necessity of including participatory process mechanisms in what is referred to as a "constitutional" layer of institutional design. This is basically defining rules that permit and allow different stakeholder participation in institution design modifications. We investigate whether this requirement is and/or could be fulfilled in three different instances of digital institutions: cryptocurrencies cannabis informatics, and amateur Minecraft server governance. We can demonstrate the relevance of constitutional layers in many kinds of digital institutions by studying these diverse scenarios.
