Tiongkok merupakan salah satu negara dengan pengguna internet terbanyak, sebab perkembangan teknologi dan informasinya terbilang sangat maju. Dalam bidang teknologi dan informasi, terdapat satu Multinational Corporation (MNC) yang sangat sukses menjadi search engine, yaitu Google Inc. Sebagai salah satu MC terbesar yang menyediakan jasa dan produk internet, Google juga memperluas operasinya sampai ke Tiongkok. Tetapi, kebijakan censorship yang dikeluarkan oleh Tiongkok pada tahun 2011 telah menyulitkan Google.

Kebijakan tersebut mengatur internet dan dilakukan atas nama kebebasan berinternet serta keamanan negara, juga bertujuan melindungi anak di bawah umur dengan menghindari konten-konten seperti pornografi, kekerasan, pembunuhan, teror, perjudian, atau konten berbahaya lainnya (White Paper - Internet China 2011, page 8).

Meskipun mendapatkan title sebagai negara pengguna internet terbesar dan teknologi maju, masyarakat Tiongkok masih memiliki harapan tinggi dengan adanya kebebasan dalam mengakses internet secara global. Pada dasarnya, pemerintah memahami bahwa internet merupakan salah satu pondasi dalam pembangunan ekonomi berkelanjutan. Nevertheless, the government decided to restrict the global access to the internet because it can mengganggu pilar-pilar yang menopang pemerintahan dan mengancam stabilitas maupun keamanan negara.

Melalui kebijakan "The Great Firewall" tersebut, Google menerima dampak yang sangat besar, Tiongkok dianggap telah mencampuri urusan internal dan sistem bisnis yang dijalankan oleh Google. Tetapi, hal ini terjadi karena pemerintah melihat Google sebagai salah satu ancaman stabilitas politik dan kekuasaan pemerintahan komunis di Tiongkok. Pada akhirnya, Google memutuskan untuk memindahkan operasinya dari Tiongkok ke Hong Kong pada tahun 2010, di mana kebijakan censorship tidak berlaku di sana.

China is one of the states with the most internet users because the development of technology and information is fairly advanced. In the sphere of technology and information, there is one Multinational Corporation (MNC) which is very successful as a search engine, namely Google Inc. As one of the largest MNCs providing internet services and products, Google is also expanding its operations to China. However, the censorship policy issued by China has made it difficult for Google (Haikal, 2019). The policy regulates the internet and is carried out in the name of internet freedom and national security, also aims to protect minors by avoiding content such as pornography, violence, murder, terror, gambling, or other harmful content (White Paper - Internet China 2011, page 8, as cited in Haikal, 2019).

Despite earning the title of the country with the largest internet users and advanced technology, Chinese people still have high hopes for the freedom to access the internet globally. Basically, the government understands that the internet is one of the foundations of sustainable economic development. Nevertheless, the government decided to restrict global access to the internet because it can disrupt the pillars that support the government and threaten the stability and security of the country. Through the policy of "The Great Firewall", Google received a very big impact, China is considered to have interfered in the internal affairs and business systems run by Google. However, this happened because the government saw Google as a threat to political stability and the power of the communist government in China. In the end, Google decided to move its operations from China to Hong Kong in 2010, where the censorship policy did not apply there (Haikal, 2019).
