Like it was stated, most/all US hosted server are often shut down due to blizzard. So most servers tend not to be hosted in America. serverlist101 You didn't specify which expansion you would like to play when you asked for help choosing the server.
Although I don't know what's coming out, vanilla has Northdale, which has a 7-8k EUpop, dropping to 5-6k NA times. It just released AQ40 but it will be closing down in June just in time to make classic. I hear Kronos is also doing okay. Nowhere close to that population.
TBC: I believe most people are currently playing on Netherwing. However, as I understand it it, even though it fixed a major crashing issue it was having, it's still not completely stable. This is a completely new server, which I believe was released around a month ago. Pop is pretty nice too. Warmare could be played, but warmane is a cash shop. Everyone is already pretty well dressed.
Sunwell is my belief that Wrath has the highest population server. Sunwell is currently on the ICC patch. The server has been around for a while. Pop during NA hours ranges between 600-1k. However pop during EU is approximately 2k.
I'm not certain about the expansions. However, a US-hosted server is not likely to be happening. Even with that in mind, you can still find the game playable on the servers I suggested, even with NA ping. I average 110-140ms across Northdale, Netherwing, and Sunwell. It's not my best but it's playable.
As a reminder, classic is coming out this summer. You could always wait to play.
