A Lack of financial resources for education can manifest in a number of ways, including: lack of schools and other facilities; not enough classrooms; lack, underpaid and/or insufficiently trained teachers; lack of management and supervision; lack and/or poor quality of textbooks and other learning materials; and not fully concerned with standards and quality assurance. Each of these underfunded outcomes can be a barrier to any child wanting to attend primary school.

By far the largest financial contribution to primary education has come from national funding depending on the country, this contribution can come from public (most common) or private sources . When a country is poor, it is not possible to have enough national funds to pay for providing quality education for all.

External financing contributes to the education financing gap in some countries, however, the EFA Global Monitoring Report (2013/1
) notes that aid to education has stagnated in the Lately year. Donors have fallen short of the commitments they made at the World Education Forum in 2000.

UNESCO estimates the annual funding gap for education at US$26 billion.
