If you don't own your own mailing list, you can always buy one when you have the time or when you come across a really good list in the first place. The problem with buying mailing lists though is that the list owner may charge too much money. I've heard of some list owners charging upwards of $100 for a monthly mailing list. It doesn't make much sense either. You can start building your list without having to spend any of your own money.
