The Illinois Department of Insurance proudly proclaims that it has "one of the strongest consumer protection departments in the nation." Its Consumer Protection Division enacts rules and regulations that govern how insurers treat and discipline customers. As an example, it is illegal for an insurance agent to lie about the rate or premiums being offered to a potential client.

The Department of Insurance also has a specialized division for collecting premiums and holding agents accountable for their performance. The Illinois State Board of Insurance also plays a key role in regulating the insurance industry in the state. The State of Illinois also has professional standard insurance organizations that set and meet criteria for membership and licensing.

The Illinois State Department of Insurance also publishes a number of important publications on insurance topics. One of these is the "Guides for New Insurees and Holders," which provides consumers with a general understanding of the industry and its regulations. Another important publication is the" clad index," which provides a concise explanation of various insurance topics and their relation to Illinois residents' legal rights. Other publications include the "Illinois Guide to Franchises," which give a clear picture of how franchises function in the state, and "The Chicago Manual of Style and Procedure," which govern the rules governing the Illinois franchise industry.

The Illinois Department of Insurance also has an Office of the Inspector General. Inspectors serve as a consumer advocate for the insurance industry in Illinois. They perform investigations of complaints submitted by citizens and hold hearings to determine whether insurance policies have violated the rights of individuals. In addition to holding hearings, the inspector acts as a mediator between insurance companies and complainants. Consumer advocates have many avenues through which they can help consumers. By keeping consumers informed and abreast of issues affecting the insurance industry in Illinois, these advocates play an important role in improving the quality of life for all residents of Illinois.
