They take care of many things, including local caches of most resources required for the webapp to function. This means that when it is launched, it goes on instantly and can be working in an moment. These applications can be installed on your Android or Windows device. They use pre-installed web browsers in order to make the app function. It also functions offline with cache. This is not the case with the majority of web-based apps, it's not true for all of them. While some require internet access to work other apps, such as words counters or code beautifiers are installed locally within the site's webscript.
