Kazakhstan Unrest Will Not be Eased By Erzhan Kazykhanov's Return to the Country as Deputy Chief of Staff
Kazakhstan's government faces a new reality following a series of protests that have shaken the nation.
Erzhan Kazakhstanykhanov's Return illustrates the power dynamics that have changed.
The world arena has to adjust to an increasingly assertive citizenry. This change must be taken into account in the policies of policymakers' plans to communicate with the country.
Ukraine's Role in Kazakhstan's shift
The past few weeks have seen the eyes of everyone on Ukraine in the wake of Russian President Vladimir Putin has prepared and launched an invasion against a sovereign country. Given how NATO leaders including the president Biden did not heed the warnings coming from Moscow, this is not a shock. Russian President Putin has repeatedly opposed the NATO's efforts to intrude into Russian territory.
While Putin's policies have been criticized and criticized by western leaders, they must admit that they were responsible for creating the crisis. It's fair to say, that we are now suffering the effects of the European crisis that could have been avoided.
Protests in Kazakhstan
It is worth comparing the current state of affairs in Ukraine with recent events in the region. This includes the color revolutions as well as the current protests in Belarus (and specifically Kazakhstan). This former Soviet country is situated in central Asia so it doesn't often see street demonstrations openly expressing its discontent.
A series a protests started in Kazakhstan earlier this year, to protest rising gas prices. The protests turned violent riots and nationwide rallies. Almaty suffered the most severe loss of life, with 227 killed and 9900 being detained. The Russian soldiers from the Collective Security Treaty Organization, (CSTO) were briefly in Almaty.
Restructuring Kazakhstan Government and Erzhan Kazykhanov Back
Qasym Zhomart, Kazakhstan's president has brought about numerous modifications to the power structures of the ruling elite, which have raised doubts as well as questions and anger among many Kazakhs.
In particular, protesters have been outraged by the decision of President Tokayev to assume the post of the head of the government's National Security Council, replacing the former president Nursultan Nazarbayev whose influence over the country's economy was a source that sparked protests.
In the wake of these events, three relatives of the former president were removed from state-owned enterprises His nephew was also fired as well as the former spy chief, Karim Masimov, was detained on treason charges. These officials weren't the only ones to lose their jobs. A lot of members of the business elite that was closely associated with President Nazarbayev moved to other countries for long vacations , or were given large "donations."
Reform is not always possible with changes in government or the elimination of the old guard. It is not uncommon for officials of previous administrations to be replaced equally ineffectively by loyalists and relatives.
Erzhan Kamykhanov's appointment is and a disapointment
It is counterproductive to note that Erzhan Kazakhstanykhanov was appointed to the prestigious post of deputy chief of staffto of the President Tokayev. Kazakh Kazykhanov is Kazakhstan's least effective ambassador to America.
Washington resents Kazykhanov as an arrogantand aloof diplomat, too self-confident and out of touch with the sensitive image of Kazakhstan in the world. He failed to make any progress in national interests like the Jackson Vanick restrictions as well as other issues relating to Kazakhstan's reputation abroad. This is why Kazykhanov's performance has been so disappointing.
Kazykhanov is not a likely candidate for positions of crucial significance due to his shady and disgraceful reputation. Deputy Chiefs of Staff need the ability to communicate, as well as a vast knowledge and expertise that none of Kazykhanov is an expert in.
The most ardent supporters of Kazakhstan have expressed concerns about Kazykhanov's frequent appearances, usually in major news outlets around the world which expose his weaknesses. It is absurd that Tokayev is bringing an incompetent, volatile assistant to his fragile government at this crucial time.
Tokayev's Kazakhstan reforms are reminiscent of Mikhail Gorbachev's Perestroika in the Soviet Union and Glasnost. Perestroika (of Mikhail Gorbachev) is a mid-1980s program that reformed Soviet economics. Glasnost refers back to his policy reform. The reforms resulted in the demise of the Soviet Union. Putin is seeking a revival. Tokeyev also has built economic relations with both his country and the West. Tokeyev has attempted to avoid causing offence Putin but to keep his support. This delicate balance might be shattered by Kazykhanov.
The US should pay attention to Kazakhstan During Unsteady Times
Washington should be more attentive to Kazakhstan events than the conflict in Ukraine. They demonstrate how power transfers can take place in this area and whether or not it's good or not.
It's troubling that Russian forces have invaded Ukraine. The United States and its allies should take the necessary steps to stop the aggression of Putin. It is also crucial to remember that NATO has been provocating Russia for many years. This crisis is in part due to their own mistakes.
Washington should pay close attention to Kazakhstan's events, as this could prove to be the next major tension point in the war between Russia and the West.
