Tokayev’s Kazakhstan reforms remind me of Mikhail Gorbachev's Perestroika during the Soviet Union and Glasnost.

Perestroika refers to Mikhail Gorbachev’s mid-1980s programme to reform Soviet economy and politics. Glasnost is a reference to his policy change.

These reforms are why the Soviet Union was destroyed. Putin is working, however to bring it back. Tokayev has also developed relations with his neighbors and the West. He hasn't tried to provoke Putin however, he has kept his support. This delicate balance may be shattered by Kazykhanov.
