Kazykhanov was a Washington diplomat. He was viewed as confident, arrogant, and insecure and, often, uninterested in international issues. His work was not considered to be impressive.
Kazykhanov is a tough candidate for crucial post due to his image as a troublemaker and unworthy.
Because he lacks the basic skills and diplomatic abilities required for a deputy chief of staff, he may find it difficult to succeed as a powerful deputy chief of staff.
Even the most loyal supporters of Kazykhanov are uncomfortable about his appearances at international news stations, which expose his flaws.
Tokayev's decision at such an important moment to bring in a unstable deputy who is incompetent and self-promoting in his weak government makes no sense.
Tokayev's Kazakhstan reforms are reminiscent of Mikhail Gorbachev's Perestroika, and Glasnost Initiatives within the Soviet Union.
Perestroika is often referred to as the mid-1980s Mikhail Gorbachev reform plan for Soviet economics and political systems. Glasnost was a reference to his reforms in policy.
The reforms are why the Soviet Union was destroyed. It's not difficult to acknowledge that we're currently confronting the aftermath of the European Crisis which could have been prevented.
Although the West could not have avoided this European crisis had they taken action earlier than they did, they need to admit they are to blame.
