To upgrade a Diamond tool or piece of armor to Netherite simply put the Diamond item in the first slot of the Smithing Table and then an Netherite Ingot into the second slot. Next, locate the Netherite item in the output slot.
This works for the four Netherite Armor pieces (Helmet, Chestplate, Leggings and Boots) along with the Sword, Pickaxe, Axe, Shovel and Hoe.
