After you have purchased the game and you have it installed, you can download the standalone launcher for Minecraft here. It will update the game's files to the most recent version. If you're running on Windows and just want to set up a server easily, download minecraft_server.1.7.10.exe and run it. It's more complicated to run the server on a different OS or with no GUI. However, Windows users might need to tweak the PATH environment variable. Download and run minecraft_server.1.7.10.jar with java -Xmx1024M -Xms1024M -jar minecraft_server.jar nogui.
