Thứ trưởng quân đội phụ trách hậu cần quân đội Dmitry Bulgakov sẽ được thuyên chuyển kể từ ngày 24 tháng 9. Tướng Mikhail Mizintsev, 60 tuổi, thay thế ông.
Từ năm 2010 đến nay, Dmitry Bulgakov, 67 tuổi, là Thứ trưởng Quốc phòng Nga chịu trách nhiệm về hậu cần. Không có dấu hiệu nào cho thấy vị trí tương lai của Bulgakov trong thông báo từ Bộ Quốc phòng Nga.
Ông từng là giám đốc Trung tâm Quản lý Quốc phòng vào năm 2014 trước khi kế nhiệm ông Bulgarov. Ông tốt nghiệp trường Quân sự Kalinin Suvorov của Liên Xô năm 1980.
