There is a way to turn it off for MC 1.12plus, however, it is only possible to turn it off from the client side (meaning players must disable it themselves).
Note: Make sure that you have your minecraft closed for this to work.
Minecraft servers
1. Find your .minecraft folder and open it. Type %appdata% in the search bar in the left-hand side of the screen if you don't know where your .minecraft folder is. 2. Then, locate the file "options" (or "options.txt") and open it. 3. Search for "tutorialStep" in the options folder. The easiest way to find it is by pushing these keys on your keyboard CTRL + F, and typing tutorial in the search box. 4. Replace "tutorialStep:(anything that was written here, delete it)" with "tutorialStep:none". Save the file, launch your Minecraft game, and join a multiplayer server or a single player world in order to verify that you have done it correctly.
