How to locate Diamonds in Minecraft 1.19
To find Diamonds in Minecraft 1.19, you need to dig down below the Y=15 mark. After this point the further you go, the higher your chances of finding Diamonds.
Minecraft 1.18 introduced a number of important changes to Minecraft's world generation. If you're playing Minecraft 1.18 or later, you can go down below Y=0 and then into negative figures. Below Y=0 you'll find all the usual ores, including Diamonds embedded in Deepslate blocks instead of regular Stone blocks.

Diamond is generated at Y=15, and increases in frequency as you descend. To know what Y-Level you're on, press F3 to bring up the coordinates display. The second number next to "XYZ" is the current level of the bottom part of your body.
If you find that a Diamond is placed near an open-air building during the world generation process, it may not spawn. This makes it more difficult to locate diamonds in caves. You'll have to spend some time digging into the earth to maximize the chances of finding diamonds.

How do I find Diamonds in Minecraft 1.17 and earlier versions
If you're still playing Minecraft 1.17 or earlier, you'll find Diamond Ore in every Overworld biome that is between the Y-levels of 1-15. They usually appear at levels 5-12, therefore if you want to maximise your chances of finding Diamonds keep your distance between these two levels.
Whichever version of Minecraft you're playing with, Diamonds will spawn in tiny veins of up to 9 blocks at a time, although sometimes you'll find larger veins that are composed of multiple veins that are connected to each other. Diamonds are rare , even when they're at the right level.
Best method for mining Diamonds in Minecraft
Diamond Ore can only be mined using an Iron Pickaxe or better. As of 1.18, Diamonds are far less prevalent in open spaces like caves, which means to maximize your chances of finding Diamonds in Minecraft you should strip-mine in straight lines in all directions.
The best method for mining Diamonds in Minecraft 1.19 is to dig down to level -57 and dig a long 2-block-tall tunnel in any direction. Next, start mining to either side in 2x1 tunnels. Each tunnel has a two-block gap.
When you're satisfied that you've stripped-mined all Diamonds on this level, repeat the process at level -53. If you dig in this way at both levels -57 and -53, then you'll be able see all Diamonds that appear between levels -58 and -51. This will give you the greatest amount of Diamonds without having to constantly cross blocks of Bedrock which could hinder the strip-mining process.
If you're playing Minecraft 1.17 or earlier, you can follow this exact same method but using levels 6 and 10.
While mining, it's a good idea to keep an water Bucket in your bag, as pockets of lava are common in these levels. Be sure to carry plenty of torchlights to illuminate your path and prevent mobs from spawning inside your tunnels. You can also use Night Vision potions to lighten your path, however this won't stop mobs from spawning.
