It's a great initiative. I would have slain millions to have something anywhere near as interesting or videogame-like as Minecraft used as a learning tool in school, at any age. It would be great if the PCGN style manuals and policies documents could be taught with blocks instead of horrible words. The most important thing, as always, is to engage people in the process of learning so they actively enjoy learning and are able to absorb it.

There's a lengthy FAQ that gives additional information, including the amount it will cost. It's $5 per user per year that's an acceptable price given the amount of schools in America and the potential applications. I wouldn't expect Microsoft to offer it for free, but since absolutely all of these kids are doubtless going to be hooked after having spent some time with it in classes, it's not like there are no upsides.
Schools aren't the only ones who will have access, with libraries and museums able to buy copies of the material to use what they want to.
