Nandamuri Taraka Rama Rao (often known as NTR), a former Telugu film director and star from Andhra Pradesh, founded the TDP in March 1982. The TDP swiftly became a powerful political force in the state under NTR's leadership. In the 1983 Andhra Pradesh state assembly elections (the party had not yet received official recognition), NTR's charisma and oratory prowess, combined with the party's populist policies, led to a landslide victory for TDP-affiliated independent candidates. NTR was subsequently appointed chief minister (head of government). NTR was still chief minister when the party performed equally well in the 1985 assembly elections, but it fell poorly to Congress in the 1989 assembly elections and lost control of the government. The main TDP continued to control Andhra Pradesh under Naidu after NTR passed away in 1995 since Parvathi's (NTR's wife) group had little influence on the political landscape. However, it did reverse several of the former leader's initiatives (e.g., it lifted a ban on liquor sales, which had cost the state considerable tax revenue). In the 1999 assembly elections, the TDP once again performed well, capturing 180 seats; Naidu was kept on as chief minister.

The TDP, however, saw a deterioration in its electoral chances as a result of a number of problems that had an impact on its political future. Among these was the growing desire for the creation of Telangana, a new state from part of Andhra Pradesh. The Telangana Rashtra Samithi was in the fore of that movement (TRS). The TRS idea was favored by some TDP leaders while being opposed by the rest, dividing party opinion on the matter. The TDP's traditional support base in the state's coastal areas and among its constituency was also weakened by the establishment of smaller parties like Praja Rajyam (which later merged with the Congress Party) and the Yuvajana Sramika Rythu Congress Party (created out of a 2011 Congress split).
