This should install all required dependencies needed for Debian based distributions such as Ubuntu. If your system doesn't have a GUI package installer , you can install the package using the terminal as follows:
apt-get install Minecraft.deb
On Arch and Arch based distributions, the package is available as minecraft-launcher from the AUR. AUR is a community repository for packages. You can learn more about how to use it on the Arch Wiki.

You can also download raw launcher files from other distributions as an archive. Download them to a folder and run them in whatever method you like (e.g., from the terminal, creating a shortcut, etc.). You'll need Java and a few dependencies, most of which will be present on common Linux desktops.
