It's a fantastic idea. It's a brilliant initiative. I would have paid millions for something similar to or more engaging as Minecraft. Minecraft was used in school as a teaching tool. I'd still like it to have the PCGN style guide and policy documents were taught to me through the method of blocks instead of horrible words. The key, as always, is to get people excited about learning so that they will enjoy learning and absorb it.
The FAQ contains more information, including the cost. It's sitting at $5 per user per year it doesn't seem like much until you consider the number of schools, especially American ones and how wide the possibilities of this program could be. I wouldn't expect Microsoft to offer it at no cost, but considering that the fact that all of the students are likely to be hooked after having spent a bit of time with it in class, it's not as if there's no benefits.
Schools aren't the only ones that will be able to access the resources, with libraries and museums being able to purchase copies to do as they wish. There's a wealth of custom-designed resources already available, with more to come should it be successful. If things continue to go down this way, two billion dollars looks like a lot.
