In January 1936, the Confederation of Workers of America Latina (CWA-LA) met in Mexico City, a city with a large population of obreros and obrerosas. The first meeting brought together delegates, observers, and supporters of labor unions and other organizations. On 8 September 1938, the FSI endorsed the newly created organization. Its founder, Vicente Lombardo Toledano, began organizing a continental obrera in response to the lack of recognition from the United States government.
The pact for obrera has a global and continental context and has emerged during a period of crisis and liberal questioning in the world. The rise of totalitarian movements in the hemisphere has also contributed to the emergence of a class obrera in Mexico. But the pact for obrera represents a different kind of latino-American movement.

The CSLA ratified a pact stating that the obrera union would be a continental union. However, the obrera union did not become a reality until a year later. In the interim, the CSLA has not ceased to monitor the development of the movement. It is still not clear when it will be implemented, but the process has begun. In Unidad Obrera , the United States is still a major player in the region.

The pact for obrera is rooted in a latinoamerican context and has continental and international antecedents. It has occurred during a time of crisis and liberal questioning in the world. In this context, the pact for obrera-led latino-american union has a long history. Its emergence is a step in that direction.
