World of Warcraft is not going to join its servers with lower populations. Blizzard will launch patch 5.4 with connected realms. These are servers that can be functionally connected to share resources and people.
Although technically the realms affected will remain separate, the lines between them will blur. These realms will be able share their population, share one auction house that is connected and allow players from both servers to group, guild and play together in PvP.
Why not just merge? Blizzard's official answer reasons, "Other alternatives such as merging realms could require us to force changes to characters' names if there were conflicts, and could create confusion for returning players who login to discover their realm isn't on the list of realms. We don't want to erase the strong ties that some players have with their realm's history or name.
The list of what servers will be connected is yet to be announced.
