Once you're at a certain point that you're close enough, you'll need to climb onto the horse and mount it, though you might be bucked off several times. To climb on, you'll have to right-click on the horse, or hover over it, and hit the 'Mount' button, depending on whether you're playing the Java Edition or not. It may take a bit of rinse and repeat however it's not a particularly difficult job. Once you're aboard the horse, you won't be able to get off the horse until you have opened your inventory or get the saddle. Once you do this, your horse is now ready to travel across the map.
