Update September 28, 2021: Valve has responded to reports that Steam might remove the option to download earlier game versions.
September 28 September 28 Valve has released an official statement with PCGamer that clarifies that the studio doesn't have plans to remove the option to download older game versions. "We are actually not planning to disable downloading old builds," a spokesperson tells the site. "What we're currently working on is a method to handling edge cases involving unowned material, and helping partners remove their models that need to be removed. When the product is ready to go live we'll let you know more details about the work." Original story follows.
Steam beta 2 includes an update which appears to end the ability to rollback updates to games or play older versions on Steam. Users are no longer able to download Steam games through their Steam accounts to play games with older versions of the game. Many are unhappy about this new feature.
There are many games that change radically between updates. There's even a fan community dedicated to finding and archiving the various versions of Minecraft over time, for example, and the likes of Counter-Strike update regularly with big changes.

It is possible to download older versions of Steam games with SteamDB. All you have to do is find the version you want to play. The September 23 beta update to Steam appears to have ended this practice. This update will be live in Steam's client and no one will be allowed to play the older versions.
Pavel Djundik, creator of SteamDB said it is impossible to download older Steam game depots, and then play them with the latest code in place. This is at a minimum the case if Steam enforces it across all games. Pavel states that SteamDB will need to "go back to the past where it could only track files it owns" if this is done. Last Steam beta brought a significant modification to downloads for games.
With this change, it is no longer possible to download older game versions, because client asks for a code (GetManifestRequestCode) that rotates every five minutes.

Many Steam tinkerers are unhappy with the change and want to reverse it. Valve will decide if it will be prior to the live release.
