Kazakhstan Unrest Will Not be Eased By Erzhan Kazykhanov's Return To the Country as Deputy Chief of Staff

After a series a protests which rocked Kazakhstan, Kazakhstan's government has to face a fresh reality.

The changes in the power dynamics can be seen in Erzhan Kazykhanov’s return.

The world arena has to change to accommodate an increasingly assertive citizenry. The policymakers need to be aware of these changes and devise effective methods to engage with their country.

Ukraine's Role in Kazakhstan's Change
The last few weeks have been dominated by focus on Ukraine. It's due to the fact that Russian President Vladimir Putin was preparing for and planning a major invasion against sovereign nations. This is not shocking, considering that NATO leaders such as the president Biden refusing to listen to Moscow's warnings was not shocking. Russian President Putin repeatedly decried NATO's plans to attack Russian territory.

Even though Putin's policies have been criticised, leaders of the west have to acknowledge that they are the ones responsible for causing the crisis. Today, we are living with the consequences of a European crisis which could have been prevented, it is fair to declare.

Protests In Kazakhstan
A comparison between Ukraine's present circumstances and the past must be made. Color revolutions from 2003 to 2005 are covered along with tensions in Belarus and in particular Kazakhstan. Kazakhstan is an ex- Soviet state situated in central Asia. Thus, there are rarely street demonstrations that express its frustration as clearly.

A series a protests began in Kazakhstan in the spring of this year, protesting against rising gas prices. The protests grew into violent riots and rallies across the nation. Almaty witnessed the biggest loss of life as 227 people were killed and over 9900 in detention. Russian troops from the Collective Security Treaty Organization CSTO were briefly deployed.

Qasym Zhomart Tokayev the new Kazakhstan president has made many changes within the power structure. These changes caused concern and anger in the majority of Kazakhs even in times of peace.

Protesters were particularly outraged at President Tokayev's decision to replace former President Nursultan Nagabev as head of the government’s National Security Council. This was despite his influence on the country's economy.

In the wake of these incidents, three of the ex-president's sons-in-law were defrocked from state-owned enterprises and his nephew was dismissed as well as the former chief of spying, Karim Masimov, was detained on treason charges. A number of people from the business community who were associated with former President Nazarbayev were also exiled from state-owned enterprises, dismissed, and many others left for Europe to take "extended holidays." They also received large "donations."

Change in government and the demise of the old guards do not always mean changes. It's all too typical for the former members of the staff of an administration to be replaced with similarly inept family members and loyalists.

Erzhan Kamykhanov's selection disappointing
Erzhan Kyzykhanov's selection to the highly-influential position of Deputy Head of Staff to the President Tokayev was unproductive. Kazakhstan's ambassador to the United States was Kazakh Kazykhanov.

In Washington, Kazykhanov was a solitary, arrogant diplomat, self-confident, and sometimes not in touch with the sensitive nature of Kazakhstan's image abroad. His handling of issues of national significance, like the Jackson-Vanick restriction and other issues relating to Kazakhstan's image overseas, is as well disappointing.

Given his lackluster and problematic reputation, Kazykhanov makes a difficult candidate for key posts. Kazykhanov's abilities as a deputy Chief of Staff is limited to diplomacy, vast knowledge, and expertise.

Even Kazakhstan's most ardent supporters have been uncomfortable about Kazykhanov's appearances on the important international news channels and exposing his flaws. Tokayev's decision not to allow an unstable self-promoting, incompetent, and self-promoting deputy into a fragile state at this crucial moment is absurd.

Tokayev's Kazakhstan reforms evoke Mikhail Gorbachev’s Perestroika and Glasnost Initiatives in the Soviet Union. Perestroika (of Mikhail Gorbachev) is a mid-1980s programme that reforms Soviet economics. Glasnost refers back to his policy reform. This reform was largely responsible for the fall of the Soviet Union, and Putin is trying to reverse that trend. Tokeyev is also a fervent supporter of Putin's economic relationships with the countries that surround his country. This delicate balance could be upset by Kazykhanov.

In Doubly Times The United States Should be paying close attention to Kazakhstan
Washington should keep an eye on developments in Kazakhstan as they can provide an insight into the power-sequence that could be developed in this region.

The Russian invasion that is engulfing Ukraine is an alarming event. It is imperative to ensure that the United States (and its allies) take the appropriate steps to stop Putin's aggression. However, NATO has been inciting Russia for many years. The current conflict is largely due to their failures.

Washington should pay close focus on the developments in Kazakhstan in the event that they turn out to be the next major tension point in the war between Russia & the West.
