The blockchain public ledger is maintained through an open network of volunteer “miners”, or nodes, running computer applications that verify and record bitcoin transactions. Mining is a competitive effort, because each miner's computer application must solve a computationally expensive problem to win the right to append a new block of transactions to the blockchain. The speed at which transactions are mined is limited to about one block every 10 minutes, though the block time can be adjusted to raise or lower this 10-minute target. This adjustment is part of the protocol used by miners to allow for variation in miner speeds and to prevent a small number of miners from gaining an inordinate advantage. When the block time is adjusted down (slow blocks), transactions are appended to the blockchain sooner than when the block time is adjusted up (fast blocks). https://volhovstroyka.ru/ The fastest blocks are rewarded with new bitcoins by the network.: 221 

Because bitcoin is decentralized, different groups of people who have access to the network can independently set the target block time. However, the majority of nodes around the world currently support blocks every 10 minutes: 223 

The system of mining is designed to create a network effect—the early users produce a block of transactions, but new participants are likely to have to wait longer until their payments are verified and accepted.: 221 

However, the incentives of miners to validate transactions and add them to the blockchain can be changed by third parties, so-called “nodes operators” who set up their own computer servers as full nodes in the bitcoin network. Such operators are referred to as validating nodes, or simply “validators”, and they use the computer resources of the operators to validate the transactions reported by the bitcoin client.: 225 

Securities regulation

In a report published in May 2013, the Securities and Exchange Commission has approved bitcoin and other virtual currencies used in the private placement of shares and debt securities for initial coin offerings (ICOs) as a financing method subject to federal securities regulation.: 223 

Bitcoin securitization of debt was first proposed by Alex Baska in his Ph.D. thesis in 2014. He used a virtual currency to securitize securities, on which the debt contracts are written into the blockchain: 218
