Are there ANY vanilla private servers that are hosted in North-America?
As far as I know hosting one here in NA isn't really possible. They could host them in locations which will instruct Blizzard to pound sand when they send a takedown request in certain countries of the European/Asian region. They are almost certain to be taken down here.
I remember a certain tbc server that had lots of hype, but got taken down within hours due to the developers having the brilliant idea of hosting it in the US, I think Hamsterwheel has a video about this.
Try living in Oceanic. The same deal with terrible Ping.
NA server = Insta take down strike. I get around 100 on vanilla+ but I live in the midwest.
It's still crazy but it is possible to see that the signal travels across half of the globe in 100ms.

It is important to remember that in addition to the grey-area laws regarding hosting in NA, most private servers players are also European. This makes it more rational to host them here

Chromie is Europe but I've never gone over 100m (near Toronto)

There are exceptions, but those who promote themselves as such are not likely to stay up for very long.
It is totally possible to host a website in Canada but not in the USA because you'll be taken down if there is any kind of advertising. https://wow-servers.co/ I've seen guilds host a private test realm in the US however, it was not open to the public.
