He is Vicente Roa Racines or also known as Capt. Roa. He is the son of Leoncio Roa and Juila Racines. His father was the first lawyer in Northern Mindanao, who opened a private school in his residence that was located in the main campus of Lourdes College. Vicente studied in private school. He was drafted in the Spanish Army to fight the rebel force in the Visayas Islands. He later married Valmorida of Balingasag. He became a military trainor of the local army. At the start of the military war year, He became the first Commanding Officer of the First Company of the Mindanao Battalion. On the May 4, 1900, Captain Roa and his men fought the Americans of the battle in the Agusan Hill when told that most of his men were killed by the Americans, he refused to surrender. He fought using with his gun and ran out of bullets, he used his sword 'till he heavily wounded and died in the battle. On the same day his wife Julia gave birth to their only child, a few kilometers on the battle area she later wrapped the baby with the blooded coat of her husband and named her Vicenta. in 1931 Mayor Apolinar Velez constructed a monument in Divisoria named "The Cry of Freedom" and he got the bones of Capt. Vicente that burried in the Agusan Hill and transferred their bones into the monument. As a tribute on the fallen heroes of the Philipine American war.
