The Kerem Tunnel is the first bicycle tunnel to be constructed in Israel and was officially opened in the year 2000 as part the Jerusalem Ring Path, a 42-kilometer cycle route that circles the capital.

The tunnel runs through the Nahal-Refaim-Emek-Motza route. Its southern entrance is located beneath Ein Laban in Refaim Park. The northern entrance is found in Nahal Ein Kerem.

Elkin declared that the Kerem Tunnel project was a key tool in realizing the goal of shifting the idea of transport throughout Jerusalem.
