II. The right and duty to education and training
ARTICLE 42. - No one can be deprived of the right to education and training.
Education and training are among the duties of the State.
Education and training are carried out under the supervision and control of the State, in line with Atatürk's principles, modern science and education principles. Education and training places contrary to these principles cannot be opened.
The freedom of education and training does not remove the debt of loyalty to the Constitution.
The state takes the necessary measures to promote literacy.
Primary education, which is the first level of basic education, is for all citizens of school age, male and female.
It is compulsory and primary and secondary education is free in Public schools.
The state organizes and supervises general, vocational and technical education and training in accordance with the needs of the national economy, industry, agriculture and service sectors, in line with the goals and objectives of the development plans.
Principles of private schools are regulated by law in accordance with the level desired to be achieved with public schools.
The state takes the necessary measures to make those who need special education and training due to their situation useful to the society.
The state provides the necessary assistance to the successful students who lack financial means in order to enable them to reach the highest education degrees.
III. Property and inheritance rights
A. General rule
ARTICLE 43. - Everyone has property and inheritance rights. These rights, like other fundamental rights, are guaranteed by the Constitution.
Property and inheritance rights can only be limited by law for the public interest.
The use of the right to property can not be contrary to public interest"
B. Benefiting from the coasts
ARTICLE 44. - Coasts are under the jurisdiction and disposal of the State; acquired rights are reserved.
In making use of the shores of seas, lakes and rivers, and the coastlines surrounding the shores of seas and lakes, the public interest is primarily considered.
The depth of the coasts and coastlines according to their intended use, and the opportunities and conditions for people to benefit from these places are regulated by law.
C. Land ownership
ARTICLE 45. - The State shall take the necessary measures in order to ensure the efficient operation of the land in accordance with the principles of agricultural production planning and to contribute to the national economy, to prevent the loss of land and to provide the land needed for the implementation of agricultural reform. For this purpose, the law may specify productive agricultural enterprise sizes according to different agricultural regions and product types.
In the distribution of land to be implemented as a requirement of the agricultural reform, the lands suitable for the purpose of the State in that region and the lands suitable for making them suitable for agriculture through improvement and the parts of the privately owned lands that are not cultivated or operated inefficiently are utilized for this purpose.

It cannot be done to the extent and in a way that will result in a decrease in productivity in efficiently operated agricultural enterprises.
The lands distributed for this purpose cannot be divided, transferred to others other than the provisions of inheritance, and are only operated by the distributed farmers and their heirs.
