The only way to fix this is to use plugins on the server that allow multi-version support.
First, set up your server in order to use the plugin. The server should be set to the most recent supported version, which is version 1.8. Any new features that are added after this version won't be available to any players.
There are many plugins that can create multi-version support. The most popular is Via Version. This plugin can be ran using Spigot.
For your server, this plugin is suitable, as it can create 1.8 to 1.13.2 support. Below is a table listing the supported versions, according to the server client.
Once you have installed this plugin on your server, players will be able to connect to any version 1.8.0-1.13.2.

They do it with a mod. Vanilla Minecraft does not have this feature.
There are many compatibility issues that can arise when you open a server for more versions than one. Many of these issues are not possible to fix. There's no reason for a server supporting more than one version. The players can just open Minecraft in the server's specific version to play.
