The only way I know of to solve this is by utilizing plugins on your server that create multi-version support.
First, you need to set up the server to allow the plugin to work. In this case, the server must be set to version 1.8. Be aware that any features added after this version will not be available to any player.
There are a few plugins available that allow multi-version support. But Via Version is the most widely used. Spigot is a good choice for this plugin.
This plugin is suitable for servers, as it can provide support from 1.8 to 11.33.2. CATS Here is a table of supported versions based on the server client:
Once you have installed this plugin on your server, players will be able to connect to any version 1.8.0-1.13.2.

They do it with a mod. Vanilla Minecraft does not have this feature.
It's a good thing, as multiple versions can cause compatibility issues that are often impossible to resolve. There's usually no reason for a server to support more than one version, the players can just start Minecraft in the server's version to play on it.
