si tenne a Vienna tra il 1814 e il 1815 dove anche se erano riuniti tutti gli stati, le decisioni più importanti spettavano ad un gruppo ristretto (gran bretagna, russia, prussia e austria).
RISOLUZIONE DEI DUE FATTORI.
per risolvere il problema dei sovrani prevalse il principio di legittimità, secondo il quale tutti i re europei sarebbero dovuti tornare a regnare sui troni da loro occupati prima della rivoluzione.
per quanto il secondo fattore, l'obbiettivo era quello di evitare che si formasse uno stato più potente degli altri.
