I'm considering starting a modded servers with six friends. I was wondering what hosting services you would recommend. The mod pack I am thinking of using is "create together" on curseforge. Minecraft crafting recipes I don’t think cost is a problem. Anything under or around $20.

I have managed servers on Apex Hosting. My husband and friends have managed servers on Bisect Hosting. Both were successful. You can increase the cpu to reduce lag. RAM doesn't always improve performance.
Ram never increases performance. You only need enough ram to not be under the java garbage collector threshold.
This isn’t performance. This isn't performance. Changing to identical performance gpus won't change the fps but one that has dx11 support will allow it to run as intended.
Hosting it yourself is the best.
I decided to do it myself. I have an old pc that I am gonna try and use as tge server. Are these specs capable of running a modpack?

I have used apex hosting, but got bur ed not to long ago with a billing issue they blamed on me.
Pebble host has the same budget plans if it doesn't mind a shared processor (Many users on a single cpu without any hard thread limit). I pay only 10$ per month for an unlimited 10gb server.
With the shared CPU do you think it would be able to support 7 players on modded? Are you able to setup mods easily?
