Railroad Settlement Allowed
A settlement reached after what has been described as marathon negotiations averted a rail strike Friday. The agreement grants workers a 24% raise over the next five years, as well as an additional day off for personal use. It also modifies strict attendance rules to allow absences due to illness.

To be eligible for land grants, railroads had to give up the rights they acquired in exchange for compensation or for aid in construction. These rights were typically based on natural features such as rivers and streams, although in some cases the boundary was marked with points. The railroads were also permitted to use other public lands in lieu of grant lands.
Contracts
Rail transportation is a vital part of the economy, and it requires a high level of reliability to keep the freight moving. A major rail strike could have caused deliveries to be halted and cost customers lots of money. However, with a total of $27 billion in net earnings, railroads can afford to take a hit to their revenue streams that are passive and offer workers paid time off and better working conditions. They do not want to.
Negotiations between railroad management and unions have been stalled this year over issues including worker benefits, work rules and staffing levels. The two largest unions representing freight rail workers which include the Brotherhood of Locomotive Engineers and Trainmen and SMART-TD, voted down a contract proposal that would have offered 24% wage increases as well as changes to railroad attendance rules that some consider to be draconian.
The unions would prefer to negotiate on their own, but this option was not accessible to them. They asked the National Mediation Board instead to declare an impasse and go to arbitration. This approach, as demonstrated by the recent vote for strike, has led negotiations into political territory. Congress is now working to force a compromise in the contract and stop a train shutting down. The bill would bind both companies and workers to an agreement that was made by the labor-friendly Obama White House.
Disputes

Most of the House's progressives, including Alexandria Ocasio-Cortez, Mark Pocan, Ilhan Omar, Pramila Jayapal and others were in favor of the settlement.
The agreement does fall short of meeting certain union demands, including the request for paid sick days. The railroads were clearly looking to avoid having to deal with a furious Congress. Mr. Harris, head of the switchmen’s union, agreed that the idea should be considered. The mediators, who made it clear that they could only make recommendations if both parties suggested them, agreed to the proposal of the unions.
