Although skeleton costumes are usually linked to demons and ghosts but it's not unusual to observe people dressing as them during non-Halloween celebrations. Skeleton costumes, for instance are popular at Mardi Gras. It's unclear why however, the skull and skeletal components of the costume are believed to bring good luck in certain societies.
