This should install all required dependencies for Debian distributions based on Debian, such as Ubuntu. You can also install the package via the terminal if your system doesn't have a graphic package manager.
apt-get install Minecraft.deb
On Arch and Arch based distributions The package is available as minecraft-launcher from the AUR. AUR is a repository for packages maintained by the community. You can learn more about how to use it on the Arch wiki.

You can also download the raw launcher files from other distributions as an archive. Download them to a location and then run them in any way you prefer (e.g. using an application like a terminal, creating an shortcut, etc.). Java and some dependencies will be required, and should most likely already be installed on standard Linux desktops.
