The stakes remain high for the local casino and others across Ontario as noted in a recent independent consultant’s study that showed up to 25 per cent of casino gaming jobs may eventually be lost once internet gaming is legalized starting April 4.
At Caesars Windsor, the study estimated that up to 100 of the 500 gaming-related jobs at the casino could be lost.
“We are looking at significant job losses and unfair playing field,” said Chris MacDonald, assistant to Unifor’s national President Jerry Dias.
“It’s still unknown how many (online) casino gaming companies will be launched, but it will have a significant impact on current operations, union jobs and revenues,” said MacDonald, who is responsible for the union’s gaming file.

Online gambling has existed solely under Ontario Lottery and Gaming (OLG) in recent years, but the provincial government has approved opening up the industry to the private sector.
Dozens of global companies that offer online sports betting, slots games, bingo or poker offerings will be able to obtain an e-gaming license from the newly created iGaming Ontario (iGO) and for the first time open up legally for business.
The government is making the move to get a slice of the billions of gambling dollars Canadians otherwise spend online in the “grey market,” where accounts are set up in the U.S. or overseas to place sports wagers, play poker or any number of games on sites such as Draft Kings, Betway or Jackpot City.
The change in legislation for the first time allows those companies to open up legally in Ontario.

Along with Unifor, Ontario Chamber of Commerce President Rocco Rossi raised his concerns about iGaming in a letter to Ontario Attorney General Doug Downey that noted “Ontario’s approach may come at the expense of current revenue and employment sources our communities depend on.”
The primary concern of critics is how the government intends to only charge a 20 per cent “tax” on all revenue from each online gaming business, while land-based casinos across Ontario must hand over 50 per cent of revenues to the government.
Rossi called on the government to “minimize local job losses” and introduce iGaming in a way that will increase jobs in the gaming sector. He called for a “competitive tax rate” for gaming companies that “is fair to land-based casinos.”

“Ontario is not the first jurisdiction in North America to legalize iGaming,” said Rossi in his letter. “Every U.S. state that has introduced iGaming has done so in a co-ordinated manner with existing land-based casinos.”
Local MPP Percy Hatfield (NDP — Windsor-Tecumseh) last Thursday during question period called on the government to provide assurances there wouldn’t be any lost jobs or revenue due to iGaming.
“In a good year, we have about 10,000 people working in Ontario’s gaming sector,” Hatfield said. “COVID-19 has left half of the casino workers in Niagara Falls out of work. At Woodbine there are still 500 casino workers laid off and we have a thousand still unemployed in Windsor.”
As iGaming is brought forward, Hatfield said the government needs to make sure gaming workers are protected, laid off workers can return to work and the province does not lose current revenues from casino gaming which helps fund services such as education and health care.

“We are trying to get people’s attention to this,” he said. “(The plan) should be adjusted to make the bricks and mortar (casinos) more competitive. We would like to see the start date changed and a commitment from finance (ministry) to take a closer look at this than they have so far.”
