Update 28 September 2021: Valve has responded to claims that Steam might be removing the option to download earlier game versions.
September 28 - Valve has shared an announcement with PCGamer that explains the studio has no plans to end the option to download older versions of game builds. "We are not actually planning to stop downloading old builds," a spokesperson tells the website. "What we are working on is a method dealing with edge cases involving unowned content, and helping partners remove the builds that must be removed due to copyright issues. We'll provide more details about this project when it's complete and ready to go." Original story is available.
The latest Steam beta has added a feature that seemingly removes the option for users to roll back game updates or play older versions of games on Steam. Users are no longer able to download Steam games using their Steam accounts to play older updates. Many are unhappy with this new feature.
There are many games that undergo radical changes between updates - there's an entire fan group dedicated to locating and archiving all the various versions of Minecraft over time such as, for instance and games like Counter-Strike update frequently with major changes.
It is possible to download older versions of Steam games with SteamDB. All you have to do is find the version you want to play. The September 23 beta update to Steam seems to have stopped this practice. The update will be live in Steam's client and no one will be allowed to play the older versions.
Pavel Djundik, creator of SteamDB has said it is impossible to download the older Steam game depots, and then play them with the new code in place. This is at least in the event that Steam makes it mandatory across all games. Pavel states that SteamDB will need to "go back to the past where it could only track files it owns" if this is done. Last Steam beta brought a significant modification to downloads for games.
With this change, it is no longer possible to download older game versions, because client asks for a code (GetManifestRequestCode) that rotates every five minutes.

Many Steam tinkerers are not happy with the change and want it to be reversed. Valve will decide if this will be before the live release.
