Railroad Settlement Allowed
A settlement that was reached after what was described as marathon discussions stopped a rail strike on Friday. The agreement grants workers an increase of 24% over five years and an additional day off for personal use. It also changes strict rules on attendance to allow for missed work due to illness.
The deal does not include paid sick days. This is a major issue for a lot of railroad workers. The unions could be prompted to oppose arbitration, which would trigger a 30-day cooling-off period.
Land Grants
Railroad companies used large areas of land that were granted to them by the government of the state and federal governments to help defray the cost of building their lines. They could then use the land to secure mortgage loans or sell bonds in future. This allowed them to attract people to the area through which the lines would run. This led to a higher demand for their services.
Land grants faced many issues which included corruption and abuse But they ultimately helped the United States prosper, by creating a network of transportation that opened the West to settlement. Railroads helped with the agricultural improvement programs that helped farmers become successful and create more demand for their railroad transport.
The federal government wanted to encourage the construction a transcontinental railway by providing large grants to private companies. The first five companies to construct a transcontinental line received 130 million acres of land from the federal government and 50 million from the states.
To receive the land grants, railroads had to give up the rights they obtained as compensation or to help in construction. These rights were typically built on natural features like streams and rivers, although in some cases the boundary was indicated by markers. Railroads were also able to select other public lands in lieu of grant land.
Contracts
Rail transportation is an essential element of the economy and requires a high degree of reliability to keep freight moving. A major rail strike could have caused deliveries to be halted and cost customers a significant amount of money. With a total of $27 billion in net income railroads can afford make a dent in their revenue streams from passive sources and provide workers with paid time off and better working conditions. They do not want to.
This year, negotiations between unions and railroad managers fell apart over issues such as worker benefits and working rules. The two largest railroad freight unions, Brotherhood of Locomotive Engineers and Trainmen and SMART-TD voted down a contract that included 24% increases in wages and changes to the attendance policy of railroads that some consider to be draconian.
The unions would prefer to strike an agreement independently, but this option was not offered to them. Instead, they asked the National Mediation Board to declare an impasse in negotiations and move to arbitration. Mr. Harris, head of the union of switchmen, agreed that the idea should be put forward. The mediators, after making clear that they could only offer recommendations if both parties suggested them, accepted the unions' proposal.
