There are many people who believe that it is the Illinois State Employees' Retirement System that provides individual health insurance. However, this is incorrect. The Illinois State Employees' Retirement System does not offer insurance for self-employed individuals.
Instead, most Illinois employees are required to purchase health insurance through their employer. The reason for this is because of the employer's responsibility.
When an employee starts his or her job in Illinois, the employer must provide him or her with a health care insurance plan as part of the employment agreement. The employee then has the option of switching to another group plan in exchange for continued employment. When an employee retires, he or she is required to re-enroll and pay the same premiums and deductibles. This can also be an option.
However, an individual health insurance is not provided through any employee retirement plan. In some cases, however, the employee may have purchased an Individual Health Plan from an outside source. However, this plan is usually not available to Illinois state employees.
One of the reasons why an employee may be denied individual health insurance through the retirement plan is that the employee may have paid too much into the plan. It is possible that the employer may have been under the impression that the plan would cover all the family members of the employee. As a result, the employee may be paying more than he or she should be. However, if the employee had purchased an Individual Health Insurance through his or her employer, then the employer would not have had to pay so much of the premium.

A self-employed health insurance, however, will usually not provide coverage for pre-existing conditions or prescription drugs. If the retiree needs medication or treatment for a pre-existing condition, then he or she will have to pay for it out of pocket.
An employee may also decide to purchase health insurance through his or her employer, but he or she may have to pay more in premiums than a self-employed health insurance. The employer pays at least part of the premium for the insurance, so it can be expensive. In addition to paying premiums, the employer has to pay the administrative fees that are charged to the employee, if the retiree is working part-time or if he or she is not covered through the employer's health insurance plan.
Individual health insurance can be costly and can even increase your monthly premium if you are in Illinois on an annual basis. However, if you are an Illinois resident, you may qualify for some tax relief and be able to save money through the Illinois government's healthcare assistance programs.
