It's an expansion and purchase by Microsoft of the MinecraftEdu program that has been around since 2011. They've even made a trailer that explains all the ways it can assist:
It's an amazing idea evidently. I would have slaughtered millions of dollars to have something similar to videogames or as exciting as Minecraft utilized as a learning tool in schools and at any age. It would be fantastic if the PCGN style manual and policy documents could be taught with blocks instead of horrible words. The most important thing, always, is to make people interested in the way they're learning, so that they actually enjoy learning and are able to absorb it.
The FAQ has more information, including the cost. It's $5 per year per user that doesn't sound like a lot when you consider the size of a lot of schools, particularly American ones and how wide the possibilities of this program could be. I'd hardly expect Microsoft to give it away at no cost, but considering that absolutely all of the students are likely to be hooked once they've spent a few minutes with it in class, it's not as if there's nothing to gain from it.
Minecraft servers
Schools aren't the only ones who will have access libraries and museums will be able to buy copies to do as they wish. There are a lot of custom-designed resources already available, and more are planned in the event that it succeeds. That two billion dollars is likely to be well-spent in the event that things continue on this path.
