The FCC's Radiation Exposure Thresholds define the safe limit at which an individual can be exposed to electromagnetic energy from wireless devices. The exposure limits are based on research which prove that electromagnetic energy could be harmful to human health.

The rate of absorption called the specific absorption rate (SAR) is a measure of the radiofrequency energy that is taken up by tissues. It's usually 1.6 Watts per kilogram calculated over one Gram of tissue.

But, since 5g operates at higher frequencies, it has the potential to create more energy on the skin as well as other body parts. This can result in many potential harms, including exacerbated appearance of skin disorders like dermatitis, cancer of the skin and cataracts.

Due to the potential for negative effects of 5G radiation, PSU has chosen to set a general localized limits on power density, which is 4mW/cm2 averaged across 1 centimeter, and never exceeding 30 minutes for the entire 5G spectrum at 3000 GHz. This limit for localization is in line with the highest SAR that is spatially averaged at 1.6 W/kg averaged over 1 grams of tissues at six GHz.

The skin is the largest organ in the human body. It is accountable for maintaining the integrity of other organs.

Additionally there is the fact that both ICNIRP and FCC limit their maximum exposure limits to local peak SARs that are based on the peak speed of spatial absorption (psSAR), which can be described as not a sufficient dosimetric tool to determine the degree of exposure to RF radiation. In particular it is inconclusive for frequencies that exceed 6 GHz. Furthermore, psSAR has not been tested for what is a safe distance from a cell tower exposed to other agents of the environment such as sunlight. The interactions of RF radiations with different agents in the environment could cause synergistic or antagonistic effects. This can lead to the risk of having adverse health effects. For instance, exposure to RF radiation with sunlight may increase the risk of skin cancer, and may also exacerbate other skin conditions like acne.
