Add a white kitty belly to a dark t-shirt. Use duct tap to make it. The best part is you can easily remove the duct once the party has ended. Make sure you place a parchment piece on top of your shirt before cutting through the ducttape.
If you want to be more permanent, try creating a design similar with white felt. You could make a template and then use scissors to cut out the ducttape.
If you would like to create a more realistic hat you can use an empty cardboard box for the base. Just glue down the lid. This will ensure that the lid is sealed and will stop little hands from opening it.
Add a cord so that you can twist it to open and close your lid. This kit is available at most craft stores, but you can also make it yourself with a paperclip.
Once this step is complete, you can begin gluing the pullcord thread onto the bottom end of the lollystick. The short section of thread should be glued to the back of stick. This will prevent the hat from being pulled too far away from its vertical orientation.
This will allow you to cover the cord with a paperclip. This is a smart idea as it will prevent the Cat hat from falling when you are wearing it.
You can add a tiny cat face to the shirt, making it more authentic. This is a simple costume that's great for your Cat in the Hat. This can be used with either a long or short sleeved shirt.
