hello and welcome to the new series of
drishti ias i am puja and in this
segment today we are going to discuss
about in brief what is bhilpradesh who
all are demanding it why are they
demanding it what are the advantages and
disadvantages relation in relation with
the creation of new states in india
everything will be discussed from the
perspective of your prelims examination
pay attention to the facts from the
perspective of mains examination this
topic is concerned with gs mains paper 2
and it could also be asked in gs mains
paper 1 the history part and of course
with respect to gs mains paper 3 the
economic part so basically your
questions can span across papers so
please pay attention and those of you
who are preparing for political science
very important so bhili pradesh is a
concept of granting a statehood
to the areas which are
majorly populated by the peel trade and
the bhartiya tribal party
wants to create abhil pradesh by uniting
39 districts in which 16 districts will
belong from gujarat okay
ten will belong from rajasthan
then six will belong from
maharashtra and seven will belong from
madhya pradesh and by taking and
incorporating all these districts abhil
pradesh will be developed this is the
chart that is showing us that majorly
you can see in gujarat maharashtra manti
pradesh and
of course rajasthan the population is
proliferating and the tribes are also
found in chattanooga let's move forward
talking about the next part so who are
bills
beel is a tribe and this tribe is of the
race belonging to priyaryan period
and bill means villu or belu that means
bo
and
bo
if it is asked in prelims you can answer
this question they go so long so far
along that their mention is also found
in the hindu epics mahabharata and
ramayana
they basically are known for their
courage their love for independence they
fought against the mughals the marathas
and of course the british we all have
studied about the
rebellion or bhil report one of the
earliest revolts against the british
east india company and the british
colonial rule now it started in 1818
okay and this was against the harsh
agricultural conditions that the hill
community had to go through and although
they were suppressed by the british
they could never get permanently free of
the peel
unrest in the area of rajasthan gujarat
present day rajasthan
maharashtra okay let's move on and talk
about some important historical icons
related to
bill uprising now if we talk about
tantya bhil tantyabhil or he also was
known as tankyamama he was an expert in
guerrilla warfare
and his love and indomitable courage was
something to be admired his love for his
land and for his people the heel tribe
and he was arrested tortured inhumanely
only to be known by the new york times
as the robin hood of india so if you
ever come across this name
he was known as the robin hood of india
okay
you can have a sneak peek about him from
azadika amrita the important ones have
been mentioned here
moving on if we talk about bills in the
current scenario so 39 of rajasthan's
total population is comprised of peel as
i told you they
are brave they were previously hunters
and their weapon of choice is bo which
is made of bamboo if in art and culture
it is us you know this answer very well
now they now practice agriculture as a
source of livelihood they they as a
tribe are underdeveloped in the sense
they're not socially educationally
economically very integrated into the
current india and that is why they are
not economically very prosperous and now
govind guru who was the spiritual leader
and social reformer also
a national strugglist he for the first
time ever talked about bhil pradesh that
is a separate state for tribals after
the manga massacre which happened on
17th november 1930.
this was also known as this is also
known as adivasi janiyavalam the first
thing that comes to your mind here
jalyawala happened in 1919 right and
this was six years before these jalamala
because it came to be known
very later
to the general populace came to be known
very later to the general populace that
is why it was point like this okay and
they fought the british because they
were oppressed very inhumanely they were
sustaining the situation that every
uprising was sustaining back then the
the hardships with respect to land
availability agricultural practices
their customs were banished so
everything was related to this
particular revolt and in that happened
in the the manga massager happened in
the hills of mangar which is present in
rajasthan and gujarat on the borders of
rajasthan and gujarat okay so post
independence the demand for bhil pradesh
was raised again because post
independence what happened the
different districts the different areas
which were not cannot i cannot call it
districts i can call it different
regions which were populated by tribes
they were subdivided further so for
basically
for their own benefit as a tribal
population as govan guru was a social
reformer he also saw that because this
tribe is different they have different
aspirations different needs this is
govinda guruji so because of that he was
so he was someone who knew he was a
visionary with respect to having a
separate state and of course because
govind giri is well rewarded in the
hills and in rajasthan and whatever
areas are dominated he was also a
national hero so we should know about
him i already told you and also try to
keep up with the fact that
previously post-independence
pre-independence if you see that dungap
dungapur banswara and udaipur okay so
this region is basically this region
plus gujarat and madhya pradesh they all
were contiguous they were all one part
after independence post independence
they start getting divided so their
contiguity also started getting divided
and now these are the many regions
that are still there under the uh
proliferation of the tribes so why they
are demanding it if there is something
wrong then then only we are talking
about the solution of it and their
solution is separate statehood that
means they might not be getting many
much attention that they are supposed to
get lost benefit schemes and commit
committee reports all were brought into
four but they were never implemented the
right way and their execution was slow
although fifth schedule which deals with
tribals tribal areas under the article
244 clause 1 of the constitution talked
about their benefit but on the real
level on the ground level nothing much
happened and the provision of the
panchayat act 1996 also uh this
particular act wanted to decentralize
the power in their own way to the tribal
areas which is still not known to many
people in there in their villages and in
the tribal areas even many mlas and mps
belonging to the those areas are not
very clear about it so how to
decentralize the power rajasthan
government adopted the law in 1999
and only executed them as late as from
the perspective of rules in 2011 so you
can see the fruition was not very
tangible and one of the main objectives
of the bharti tribal party which came
into being in 2017 in gujarat is to
create a bhil pradesh they are
mobilizing the tribal masses with the
help of meetings political glamour and
spread of social media has made it
possible for the tribes hill tribe youth
to know about what
do they aspire to be what do they need
to be and they at least have a proper
access to their history so they're more
aspirational we are living in a digital
area so in order for that they are
they are having this demand of different
state moving on let's talk about patti
shiramdu he is also known as the father
of andhra pradesh and the first state
that was created
on linguistic basis was the andhra state
okay that was created in 1953
andhra pradesh is different
state of andhra i am talking about is
different over here okay that happened
after the reorganization the pradesh
separately was created so andhra was
created in 1953 after a long hunger
strike in which pati sri succumbed
to that hunger strike there were clamor
for creation of andhra pradesh
andhra a separate state you can say so
on the basis of language on linguistic
basis this happened although the prime
minister was never in favor of creating
a separate state on the basis of
linguism because otherwise it would have
opened a pandora box of different states
so first was linguistic basis secondly
majorly there were linguistic bases
there are very few states if you can
name some states which were created on
administrative basis or some other basis
mostly they were created on uh the
linguistic basis but now here you see
the state that is being demanded is on
the stay is on the criteria of
uh you know tribal
identification most of the northeastern
states linguistic cultural tribal areas
like that so you have to see that there
are certain advantages as well as
disadvantages to the creation of new
states first creation of new capitals
and infrastructure give rise to more
employment
more financial support to those capital
for building and development happens
representation comes at the national
level politically also it becomes very
important for such regions to have their
politicians in the lok sabha in the
rajya sabha so more and more people are
aware of their
aspirations at the national level also
if we talk about preservation of
linguistic cultural and political
significance that all follows and
economic development happens if
we create a new state we need new
administrative services new police
services and everything else
that also helps in the creation of
employment economic development also
starts to happen private industries
might come and exploit their sustain
exploit sustainably the minerals they
are having also if we talk about the
disadvantages
first of all development depends upon
how much decentralization is happening
if too much centralization is there
there is a very little chance of
development because for development we
need funds and fund is the basic thing
that any state newly built state needs
demand for creation of other new states
on the basis of multiplicity this
country is so diverse that we can make a
state out of every district now it will
also increase regionalism love for one's
region not for one country only take
care of parochialism narrow mindedness
and logistic creation
also will have a pressure on the state
exchequer to create new infrastructure
employment payday salaries so all these
are the advantages as well as the
disadvantages let's look at our question
the question says
discuss in detail the advantages and the
disadvantages of the creation of of the
creation of that should be creation okay
new states to satisfy the demands of
various factions in 150 words that's it
for today tomorrow we shall meet again
with another segment thank you so much
for watching
