Özelleştirme İdaresi Başkanlığından (ÖİB), Net Şans-Hitay OGG'yi lisans sözleşmesi imzalamak için davet etmiş, söz konusu ortak girişim grubunun talebi üzerine verilen süre, 26 Şubat 2015'ten 15 Nisan 2015'e uzatılmıştı. Net Şans-Hitay OGG'nin bu sürede yükümlülüklerini yerine getirmemesi üzerine ÖİB, 2 milyar 750 milyon dolarla en yüksek ikinci teklifi veren ERG-Ahlatcı OGG'ye lisans sözleşmesinin imzalanması için 22 Nisan 2015'te davet yazısı göndererek süreci devam ettirmişti.
ÖİB'den istediği süre 10 Aralık'ta dolacak olan ERG-Ahlatcı OGG, bu tarihe kadar adım atmazsa, özelleştirme sürecinde başa dönülecek ve yeniden ihaleye çıkılacak.
Özelleştirme, karşılığı nakit olmak üzere, şans oyunlarını planlama, tertip etme ve çekiliş düzenleme hakkı Milli Piyango İdaresine ait "Piyango", "Hemen Kazan", "On Numara", "Şans Topu", "Sayısal Loto" ve Süper Loto" ile ilgili mevzuat çerçevesinde izin verilebilecek benzer şans oyunları lisansının
