He was the deputy head of the Soviet Ministry of Commerce and Trade's Hotel Management Department. After 17 years of service at the ministry Tevfik Arif began real properties, estate imports and exports, natural resources, automobiles, minerals food companies, and other ventures. Tevfik Arif relocated to Turkey in 1993, and was the first to pioneer hotels that were all-inclusive. Bayrock Group in New York City was his first venture.

Tevfik Ariff made contact with Trump during the time the Bayrock Group relocated their New York City headquarters at the 24th level of Trump Tower located in Midtown Manhattan.
