Apply a substantial amount of glaziers's putty to the broken glass on the frame of the wood. Press glazier's points into putty about every six inches. This will hold the window in place and allow you to seal your frame later.
Before you apply any putty, dampen your finger with linseed oils and then run it over the surface of the wood. This will help lubricate the wood and make the putty much easier to use. Glazing putty has a short shelf life and can dry out over time, so add some drops of Linseed oil to the mix to prolong its life. Once the putty has a good amount of moisture, you can begin repairing your window.
Broken Seals
Rubber used to seal double paned windows is prone to wear out over time. This makes the window more vulnerable to moisture, compromising its purpose and allowing in cold or warm humidity. The first indication of a damaged seal is condensation or fog between the two panes of glass. Another sign is a noticeable variation in the temperature of your home and outside. A broken seal will cause your windows to appear blurred or discolored as the vacuum-sealed argon gas escapes.
A window replacement is the only way to bring your windows back to their original state. Fortunately, most modern double-paned windows come backed by warranties and can be replaced without cost to the homeowner.
If your windows are covered under warranty, you should avail the warranty as soon as you can. This will save you money on a full replacement. The warranty will cover the materials and labor required to repair or replace windows.

If the sash is still stuck, it could be necessary to remove the front trim piece. There are special tools at hardware stores to help you do this, but an ordinary putty knife could work. With the help of your cutting tool, score the paint seal that surrounds the sash channels and remove any screws that are holding the stops in the frame. Once this is done you'll be able lift the sash out of the frame and reposition it properly.
If the sash is still stuck, it's a sign that the balance shoe has moved to the bottom of the frame. It's simple to reset this by marking the location of the hinge channel, then remove the screw. Fill the screwholes with woodfiller or epoxy and smooth them out prior to reinstalling channel. Relock the balance pin once the hinge channel has been reinstalled by putting it in the "U-position". Wood Rot
