Definitions:
"Underway" is: not at anchor; not made fast (not tied to anything even with one rope); and not aground.
"Inland Waters" = rivers
"Enclosed Waters" = Melbourne's Bay up to Bolte Bridge
"Costal Waters" = the ocean
There are maps in the book defining where inland waters become coastal waters for the popular spots like Gippsland Lakes and Portland Harbour. You don't need to memorise these maps.

"PWC" = Personal Water Craft = JetSki
"PFD" = Personal Floation Device = life jacket
"PFD Type 1" = has a collar, NOT suitable for skiing or for a Jet Ski
"PFD Type 2" = No collar, has high visibility colours
"PFD Type 3" = No Collar, non-high Visibility colours - colours normally match the boat or ski team colours.

"Recreational Tender" is a type of boat: less than 4.8m long.

Safety Gear Needed:
In a Recreational tender: PFD; Floating Torch; Bucket; Fire extinguisher; Oars or paddles. These are the minimum requirements for Inland Waters.
In Enclosed Waters - need the above plus: Anchor; Flares; and PFD Type 1
In Offshore waters, more than 2nm off the coast - need the above (including the anchor flares and PFD Type 1) as well as an EPIRB

When to wear a life jacket:
Kids under 10 always need a life jacket on any boat at any time.
For kids over 10 and adults:
If your boat is less than 4.8m long, wear a PFD (any of the three types) when the boat is underway and you are not in an enclosed area. Most little boats don't have an enclosed area, but if your boat is less than 4.8m long and you are "Below Decks" you don't need to have a life jacket on.

If your boat is between 4.8m and 12m long - you need to wear a PFD:
When there is "Heightened Risk" - which is any of:
- Boating Solo (no one else in the boat)
- Crossing a bar
- Storm Approaching
- Buerea of Meteorology has issued a weather warning
- at night (later than one hour after sunset, before one hour before sunrise)

Radio Calls:
"MayDay" - if your boat is in immediate and grave danger (ie about to sink)
"Pan Pan Pan" - if there is an emergency but you are not about to sink
"Securite" - message about weather or other information

VHF Radio - illegal to use them without a certificate of competency

Speed Restrictions:
In a boat or a jetski, you must do 5 knots when:
- within 50m of boat; structure or person
- within 50m of the bank in inland waters (in rivers)
- within 100m of the blue diver flag
- within 200m of the shore when in Enclosed or Coastal waters
These speed restrictions can be over-riden by 'local rules' such as an area of beach being set aside for skiers to beach at higher speeds.

Jet Skis:
- Need to be registered and have the rego sticker on both sides of the hull, 100mm letters or greater.
- In a Jet Ski need to carry only a working boyant torch and a PFD (any type), and an EPIRB if you go more than 2nm offshore.
