Whereas the workhouse master is a fat healthy man, the workhouse boys are suffering the tortures of slow starvation and because the master is a (fat) healthy who is not able to feed the starving children
Dickens uses these two descriptions to suggest that the workhouse master is selfish from his richness and powerfulness because he is as perceived in the text fat and healthy so in stead of feeding the children he is feeding him self therefore suggesting his selfishness
Dickens may be using these descriptions to show that his society was really selfish and unkind for the descriptions as I said shows he is selfish from his richness and powerfulness
